By now the OP's heard from just about every corner and received a wide range of replies.
Also by now, he's (and all the members) aware that I am fairly (very?) liberal about the types of questions and tolerant of the wide range of replies made in this section of the forum.
Remember that this is the "Beginning RVing" section of the forum. It's here for the very reason that you're all posting - a person has a desire to do something different (RV) and buys a $5,000 (or more) unit, may have done a little research on the what is needed, maybe hasn't, but during the course, has questions, has encountered this forum, and works up the nerve to post their question.
And we're all here to help those members, not to be condescending or denigrating. I know that the OP's post wasn't supposed to be like that, but without the proper tone, it can come out in an unintended fashion.
The OP's original question is an interesting one that I've also contemplated from time to time about a certain percentage of the world population that has trouble just interacting in the world around them. We see them every day. My good friend and fellow moderator, Firedude, has also commented on the "genetically declined" campers that he has encountered and had to help as a camp ground host.
But that's precisely the point. There will always be the clueless in the world, some of whom are RVers.
I give those intrepid souls credit for wanting to get outside and try their hand at something other than watching a boring ball game, wondering out loud and posting the question. ;)
Now let's get back to why we're here. Just remember, I'm monitoring. :C

Hmmm. I'll take a stab at making it simple.... (basically repeating what pulsar said in an earlier post, but expanding on the two types of TVs - analog and digital tuners).
I believe there are four scenarios:
1) TV has an analog built-in tuner. You are using the bat wing (or rabbit ears) to receive over-the-air signals. You are NOT connected to cable, nor are using satellite. You need a converter box starting Feb. 2009.
2) TV has an analog built-in tuner. You are connected to cable or are using satellite. You do not need a converter box after Feb. 2009 (the cable company and/or satellite are converting for you).
3) TV has a digital built-in tuner. You are using the bat wing (or rabbit ears) to receive over-the-air signals. You are NOT connected to cable, nor are using satellite. You do not need a converter box.
4) TV has a digital built-in tuner. You are connected to cable or are using satellite. You do not need a converter box after Feb. 2009.
I think this explains it and hopefully I have not muddied things up further.
So, to answer the OP's question, because your unit was built in 2007, not 2009, and analog broadcasting was, and still is, available, the unit was operational when purchased and may have been checked out during the PDI.
If you were expecting digital TVs as part of the purchase, that should have been negotiated and verified prior to the sale. If they were represented as digital-ready and were not, you would need to go back to the dealer to get it resolved. Hopefully your bill of sale had this in writing? If not, you may be out of luck.
I would expect 2009 model year units and later to have digital TVs installed rather than analog TVs. This is something that we, as consumers, would have to verify prior to the sale. Otherwise, it's "buyer beware."

That should do it for you, so long as it can handle the maximum DC load that you need on a given circuit. The highest rated circuit that I have in mine is 20Amps @ 12VDC and the distribution panel, fuse, wiring, and socket(I wired that particular circuit) accommodates this.

Virtually all RV's use a converter to allow the 12 volt accessories to be run by 120 volts AC when plugged in to shore power or when the generator is running. This saves battery power for when you need it. The converter also recharges the coach battery. Many of the newer converters are able to charge the battery at the rated output of the converter. This is a real advantage if you use the generator to charge your battery when you are dry camping. Many of the older converters only trickle charge the battery at 3 or 4 amps. This could take a long time and lots of generator fuel.
In addition to the above features the converter is also connected into the 12 volt distribution panel so that it supplies power to 12 volt accessories when it is on, or allows the battery to supply power when not plugged in. The distribution panel usually consist of a row of fuses marked for each circuit it runs. All DC power to the coach should come off of this panel.

Correct. We are only talking California licensing here. Your state may have a similar requirement/endorsement/restriction.

Restriction 41 is for California Class C licenses with an endorsement to be able to tow between 10,001 and 15,000 lbs. GVWR. That's what I have on my CA driver license. The only thing you need is a valid Class C license and take the commercial written test. No road test, no medical requirement. You may need to take a vision test.
15,001 lbs and up GVWR requires a Non-commercial Class A license (which requires a commercial driving road-test in addition to the written test).
Not all the DMVs are set up for the road test, so the DMV web site contains the list of locations that provide road tests. When making the appointment, state that this is for a non-commercial Class A license using an Truck/RV combination in excess of 15,001 lbs GVWR.
